Bank of Russia Updates Crypto Regulation Rules for Investors

In a move to put its crypto regulation in order, the Bank of Russia has made new rules clear. There are fresh purchase limits and more stringent requirements for investors, qualified or not, as well as explicit obligations for crypto exchanges that will change the way digital assets are traded in Russia.

Key Changes for Qualified and Non-Qualified Investors

The Bank of Russia states that any qualified investor with status prior to 1 September 2026 is exempt from the 300,000 ruble annual cap when purchasing crypto assets. The intent is to draw a line between seasoned market players and others. Non-qualified investors are subject to stricter limits as a means of risk control.

One point of clarification is that the outcome of an investor’s qualification test is now linked to the legal entity conducting the assessment, not the business activity itself. An organization serving as both broker and exchange can use one test result for both, which the Bank of Russia has implemented to reduce redundant testing and make the process less burdensome.

Immediate Exchange Requirements and Wallet Transfers

Exchanges can no longer make their customers wait; under the new regulations they must fulfill their duties without delay. Pro Blockchain Media Live has reported the Bank of Russia’s insistence that if it is technically possible, a crypto transaction should be completed immediately and not postponed until the end of the day.

Transferring cryptocurrency from a depository account to a personal wallet does not count as a purchase, so there is no need for further qualification. However, an individual cannot transfer digital assets from a depository into a custodial account unless the custodian’s status has been verified, a measure to tighten oversight and secure transfers.

Implications for Crypto Market Participants

These are measures the Bank of Russia is putting in place to achieve greater transparency and consumer protection in the digital asset space, and they will affect service providers and investors alike. On Pro Blockchain Media Live, industry participants have discussed how they are overhauling compliance to align with the rules. A strict approach to qualification and instant processing should help build trust in regulated operations and prevent abuse.
