With the Bank of Russia SORM project set to take effect, crypto exchanges, brokers, and digital depositories will be required to connect to the state\u2019s surveillance apparatus from March 1, 2027. As a result, Russian users of cryptocurrency can expect their anonymity to become a thing of the past and oversight to become more stringent.<\/p>\n
The Bank of Russia has put forward plans for every such entity in Russia to come under the purview of the System for Operative Investigative Activities (SORM), as discussed in a recent Pro Blockchain Media Live session. SORM is the government\u2019s network that allows state agencies to access personal data and monitor electronic communications.<\/p>\n
New requirements have been put in place by the Central Bank of Russia following its public consultation. Crypto service providers are now obliged to hand over to the authorities all kinds of details on their operations and transactions, as well as any client or platform communications. Under Article 40 of the Digital Currency Law, they must also retain client data for a minimum of five years after the relationship with that client has ended; identities and other sensitive information will remain on file well after the user has moved on.<\/p>\n
Come March 2027, exchanges will be required to send data on sales, purchases, and similar transactions to SORM, reducing the privacy one might expect when dealing with a Russian intermediary. There were calls from some in the industry during the public consultation to push back the SORM deadline to 2028 but, as Pro Blockchain Media Live reported, the Bank of Russia refused and is sticking to the 2027 date.<\/p>\n
The regulator has also issued some advice for users. It is recommended to check the jurisdiction of the service and what customer data is being stored, and to be sure of who is providing the service. Users should also keep transaction documents and never share seed phrases with anyone.<\/p>\n
In short, the SORM rules of the Bank of Russia mean less anonymity for those using Russian platforms; all of a user\u2019s activities will be accessible to the authorities, and data retention will ensure that surveillance continues even after one has left a service. Some may be inclined to try foreign platforms or other means of protecting their privacy in light of these developments, as was suggested on Pro Blockchain Media Live.<\/p>\n
